The Institut Paris Region led a delegation to Iași, Romania, on 11-12 March. Bringing together Arnaud Marthinet (Région Île-de-France), Julie Cabos (Cœur d’Essonne Agglomération) and Gaëtan Kimmel (Île-de-France Mobilités), the delegation from the Île-de-France region took part in the third Interregional Exchange Meeting (IEM) of the CHESS project.
These two days focused on the exchange of experiences related to the various mobility strategies, presented by the Mayor of the host city, Mihai Chirica. The stakeholders from the Île-de-France region delivered an institutional presentation of their respective organisations, enabling our European partners to gain a better understanding, on the one hand, of the role of the Mobility Organising Authority (AOM), and on the other hand, of how the Île-de-France Mobility Plan is implemented at local level.
As a key contributor to this IEM, the Institut Paris Region’s intervention was structured around two main components:
- a methodological presentation for the second half of the semester (S2) and the upcoming semester (S3),
- and the facilitation of a workshop focused on transport modes governance.
Building on the second IEM held in Võru in October 2025, experts from the Institut Paris Region further developed the methodological framework that will be used in the third quarter as part of the Peer Review process.
The 12th of March was dedicated to site visits:
- Visit to the Transport Museum
- Presentation of the bus depot and electric charging facilities
- Visit to the pedestrianised city centre area
- Tram ride to discover another part of the city
The next meeting will be taking place in Serbia, in October 2026.
The CHESS project aims to enhance local policy instruments for sustainable urban and peri-urban mobility. The project actions gathers only six partners : Perugia city (Italy), Iasi city (Romania), Värmland Region (Sweden), Võru city (Estonia), Regional agency for the development of enterprises Alma Mons Ltd in Novi Sad (Serbia) and Institut Paris Region (France).
Starting with regional analyses in each territory, the project identifies strengths, weaknesses, and improvement methodologies for urban mobility plans and governance structures. Interregional Exchange Meetings will be held to foster contextual understanding, gather insights, and analyze local practices. Good Practices will be identified and assessed for greener solutions and better urban-suburban connectivity. Monitoring involves local stakeholders evaluating policy effectiveness, using indicators such as reductions in CO2 and other pollutants increased public transport usage, adoption of green transport solutions, improved urban-suburban connectivity. Traffic congestion levels and economic impacts will also be measured.
The project aligns with the EU Cohesion Policy by reducing regional disparities and promoting balanced territorial development. It supports the European Green Deal's climate neutrality goals by improving urban mobility policies and reducing greenhouse gas emissions. Additionally, it contributes to the EU Strategy for Sustainable and Smart Mobility by enhancing multimodal transport and facilitating digital and green transitions. For Île-de-France, the policy instrument is the regional sustainable urban mobility plan.
As part of the CHESS project, Institut Paris Region formed a group of stakeholders from the Île-de-France region, representing a wide range of backgrounds in the field of mobility. The project kick-off meeting took place in Perugia, Italy, on June 23 and 24, 2025. The second plenary meeting was held in Võru on October 16 and 17, 2026. In attendance were our associate partner, the Île-de-France Region (represented by Arnaud Marthinet), as well as two of our stakeholders: Kévin Pamart for the Grand-Orly Seine Bièvre Public Territorial Establishment and Ketty Faivre-Tchang for Transilien.
The first meeting bringing together all of our stakeholders was held on October 7, 2025. The second meeting will take place in spring 2026.
